Receive the warning before you need it

Recife City Hall states that Brazil’s alert registration works by SMS: send your CEP postcode to 40199. The service delivers Civil Defence warnings and recommendations for registered areas. Channels and numbers can change, so the portal must display a verification date and retain the official link.

A rain forecast, an operational risk stage and an evacuation order are not the same. A forecast supports planning; Civil Defence communicates risk and action. Meu Recife may bring signals together but must not reinterpret an alert or promise that a route is safe.

Decisions on the day

Postpone non-essential trips when officially advised. Do not cross accumulated water on foot or by car, approach slopes or use an old photograph as evidence that a passage is open. Check transport with the responsible operator and retain a return route.

Before the rain: prepare two communication paths

Postcode registration helps only when the phone is charged, the line remains active and the correct area has been entered. Do not depend on one channel: save City Hall and Civil Defence pages, allow emergency notifications and agree with close contacts how to communicate if mobile data fails. Keep a torch, power bank, drinking water, medication and essential contacts without posting personal documents in public chats.

If you are new to a district, ask which specific streets, low passages and access points tend to become difficult. Local experience supports planning but cannot replace the current warning because rainfall and drainage conditions differ each time.

Reading a message without panic or false confidence

Identify the area, validity period and action recommended by the responsible authority. “Possible rainfall”, “flood risk”, “avoid travel” and “leave the area” are not equivalent. Do not paraphrase loosely: open the full notice and share its link or exact wording with publication time.

An undated screenshot becomes dangerous quickly. Check that it is not from a past incident and look for an update. A rainfall map shows an atmospheric signal; it does not prove that a bridge, tunnel or slope is safe. A social photograph records one place for one minute.

Deciding whether to travel, wait or change route

Postponing a non-essential journey is a sound decision. For essential travel, check warnings, transport operation and the destination separately. Plan two options while avoiding low ground, tunnels and slopes identified by authorities. Tell someone your intended route and never assume a car protects against rapidly rising water.

Do not enter water whose depth and current are unknown. An open drain, hole, debris, electrical hazard or forceful flow may be hidden below. Turning back is safer than testing. If an operator closes a station or street, do not seek a service-area shortcut.

At home, outside and in a vehicle

At home, move away from leaks and electrical equipment and follow emergency instructions. Outside, keep clear of canals, trees, poles and slopes. In a car, do not cross because another vehicle did: its height, line and timing were different.

People with reduced mobility, families with children and anyone dependent on medical equipment need an advance plan: support contact, accessible transport and a safe destination. An emergency is the wrong time to discover these resources.

After rainfall ends

Roads, slopes, power and transport do not recover immediately when rain eases. Wait for local status information, check the route again and do not enter a closed building. Water or food touched by floodwater should not be treated as safe without public-health guidance.

When reporting a problem, give location, time and the observed fact without taking risks for a photograph. Verify phone numbers and donation requests before sharing. A portal should distinguish official warning, user report and editorial explanation visually.

A household plan card

Prepare it on a calm day: address, postcode, two contacts, safe destination, medication, support for a child, older person or animal, and the condition that cancels travel. Do not keep full identification or banking data in a group chat. Recheck numbers and update the plan after moving.

Meu Recife can organise steps but cannot order evacuation or assess a building. During an active threat, Civil Defence and emergency instructions take priority. If a current alert conflicts with an old portal text, follow the alert and report the mismatch only after leaving danger.
